I'd go for head of cabbage.

The most ready and able or just professionally disabled?
I'd have to go for professionally disabled.
What is this democracy they talk about?
Equality and self-determination or hypocrisy and exploitation?
Hypocracy and exploitation is it?
What is a pre-election promise?
A genuine promise or is it legal vote rigging?
Legal vote-rigging perhaps.
What else would our politicians like you to know?
How they bribed their way to power, or how they sold their morals to stay?
The spin doctors inform us that 'the tribunal will answer that'.

'Yes' if you ask the opposition and 'no' if you ask those in power
Those two sides may one day swap places but the answers will always remain the same!.
